PPP project implementation process

The tasks involved in successfully developing a PPP project are clearly documented. Awarding a contract in the form of a PPP necessarily implies a significant amount of work using a step-by-step approach. A PPP project shall:

• rely on an appropriate or optimal technical solution or ‘project’: this aspect is often referred to as ‘project identification’.

• undergo an adequate feasibility assessment (both in terms of the technical solution and the implementation of the project as a PPP).

• ensure that the PPP instrument is the optimal procurement method.

• adequately prepare the project before the call for tenders: this aspect is called ‘evaluation and preparation’.

• provide for a well-structured PPP contract and a well-designed tendering procedure (the ‘contract structuring and drafting phase’).

• ensure that the project is subject to effective procurement (tendering) in accordance with legal and regulatory requirements: this stage may be referred to as the ‘procurement’ phase (sometimes called ‘transaction management’).

• ensure that the project is governed throughout the contract period: this stage is referred to as contract management.
